### The short answer

For players in the Philippines, online gaming is allowed when **all** of these are true:

1. **The platform is licensed by PAGCOR** and you're on a domain PAGCOR has registered for that operator.
2. **You're 21 or older.**
3. **You're not in a barred group:** government officials and employees, members of the Armed Forces, and the police.

### What PAGCOR does

The Philippine Amusement and Gaming Corporation (PAGCOR) is the government-owned corporation that regulates most gaming in the country, besides operating some itself. For online platforms, it accredits operators and publishes the web addresses each one is allowed to use.
